Others may have an immediate answer to this, but since I do not, I need a little more data:

Do you have this in an existing framework?
Is it a static site and you want to add a little something?
How are you storing your images?
How are you storing your votes?
What is your intention with the data?
What language do you want to/need to use?
Are you a coder?
Do you intend to deploy this as an ad mechanism on other folks' site?

If no one answers I am CERTAIN that there are folks here that can code what you need.

But I doubt anyone here has the time or inclination to code this for you unless you're paying serious $$$
