OK, ran some tests this morning.
To open procedures and functions you don't need much... but to create a new one or save changes you'll need CREATE ROUTINE and ALTER ROUTINE.
To run a procedure from the command line, although I have not tested it yet because the command line is not working, you'll most certainly need EXECUTE.
To access Triggers, you will have to have the "Super" privilege.
In all cases, if you don't have the appropriate privileges, the IDE tells you what the problem is.
