where is a good cheap place that will host a parallels or vmware image
that i can set up my own ubuntu lamp server on and vnc into it...

VPSlink is usually decent.

In all fairness though, offshore servers can be cheap. A quad-core processor and 8GB of RAM on a 10MB/s unmetered pipe only runs around $60/mo last I checked. Server.lu is a good bet for that.

Have you looked at Linode?  I use them to host my lamp server.  I don't know if you can VNC into. I use ssh to connect and do work (vi).  You can usually choose the location of your virtual server and the support is very good.

Interesting new company, haven't seen them (in fairness, since Nutballs and I lease racks at the I/O datacenters we don't have any need of shared hosting) - doesn't look like they provide a GUI on top of the VPS, but if it's truly just your VPS I don't see why you couldn't drop Gnome on it and then VNC in.

Of course, adding the weight of X and Gnome would sort of defeat the purpose of running a lean, tight VPS for web hosting ...
