I have a merchant.com test site on 192.1.1.11 which will eventually go live, but for testing purpose I'd like to send requests from 192.1.1.13. My virtualhost knowledge is basic. I can do  merchant.com from the 192.1.1.11 machine, but doing it from 192.1.1.13 does not work.

Is there a way to get 192.1.1.13 to try to talk to merchant.com on 192.1.1.11 before it goes outside to search for merchant.com?

192.1.x.x is a routable ip... That's going to cause you problems.
192.168.x.x is the private ip range
As is 10.x.x.x and 172.16.0.0 - 172.31.255.255

But regardless, you can override from the hosts file on the requesting machine.
So on windows, c:\windows\system32\drivers\etc\hosts
That hosts is a file not a dir.
If you are on windows 7 or vists, you must open it with an app that has been launched as an admin, even if you are an admin you must specifically do it as admin.... Dumb I know. So notepad works best. Right click on notepad and click run as administrator. Then nav to the file and edit it, pretty obvious how to when you see it.

192.168.1.11 merchant.com
to the "hosts" file right?
