For some things I do have libs, like my BH stuff.
I also have statics, dynamics, and highly custom apps that really cannot be frameworked without making more work than its worth.

But...

I have multiple clients, multiple methodologies, multiple timelines, multiple sized updates, multiple multiple multiple.
I even have multiple subclients, within a client, which initiate multiple changes within the same project at the same time, but with different deadlines and lengths.
for example, I have 1 client where I get requests from 3 different groups for 3 different sections of the website, however, those sections do of course have some overlap. Like the Product Group and the Partner Group handle their stuff differently, but partners have products... BLEH.
Needless to say, mistakes are made because of confusion and conflicting requests, but thankfully, nothing to major.

Also, when I pick up a client, I am living with prior decisions and want to make that as easy to deal with as possible.

But thats why the full site, directory, or single file push at least feels like my prefered methodology for deployment.

I could eat a bowl of Alphabet Soup and shit a better argument than that.
