makes sense compared to what I have seen, and what the little info imprints say the wattage is on my assorted adapters.

Test confirms.

Plugged the 'pad into my Apple monitor which gave the Not Charging message (Side note: WTF? I mean really?!?! The Apple monitor won't charge it? Someone needs to get fired.) Turned the pad OFF. Waited about an hour. Up from 13% to 28%. Not as fast as just straight plug in, but definitely does work.
